In 1979-1981 he suffered psychiatric repression in connection with clean-up of Moscow before the Olympic Games. Both first and second rounds of psychiatric repressions were held without any legal accusations. Justice trials were held in his absence. After his second discharge from mental hospital Ustinov worked as an odd-job worker and a boiler-man.

Since 1982 Yuri Ustinov begins to lead summer expeditions which formed tourist paths in the Caucasus Mountains.

During the "Perestroika" ecological expedition "Tropa" ("Path") obtained an official status and financing.

In 1992 under Ustinov's direction the program "SOS-Children" was elaborated in order to organise a system of aid for the children suffering a social disaster. In President's program "Children of Russia", in All-Russian Movement of Young Rescuers and in other programs based on joint pedagogics and collaboration pedagogics one can find the features of Ustinov's program.

Ustinov is the author of the first Russian publications and elaborations in the sphere of extremal pedagogics. Variants of this program are being implemented in different cities of Russia and former Soviet Union.
